Is Rafale Deal a Scam

The Congress President Rahul Gandhi had accused the Government of paying too high a price for the Rafale jets and not taking Parliament into confidence. He had then posed three questions to the PM:
  • The Government is not disclosing the Rafale Price
  • Did the Prime Minister seek and obtain the approval of the Cabinet Committee on Security before junking the Rafale deal signed in 2008 and inked a fresh deal in 2016.
  • Why did the PM unilaterally dropped the clause on technology transfer and deprived a public sector undertaking, Hindustan Aeronautics Limited of the opportunity to assemble the plane in India ?

Prime Minister Narendra Modi and Raksha Mantri Nirmala Sitharaman misled the House on the Rafale deal and held back information from Parliament, accused Congress on Monday. Party spokesperson Randeep Surjewala told the media that a privilege motion was likely to be moved in the House by the party.

Why did the Prime Minister ensured participation in the deal to a Businessman (Reliance Defence) who had no experience in the field.

The Defence Minister Nirmala Sitaramam told: “As per the Article 10 of the inter-governmental agreement (IGA) between the government of India and government of France on the purchase of Rafale aircraft the protection of classified information and materials exchanged under IGA shall be governed by the provisions of security agreement signed on January 25, 2008.”

Defence Minister Nirmala Sitharaman earlier said that she will tell the country about the cost. However, later she said it's a secrecy pact between both the countries (India and France). I asked the French President about this secrecy pact, but he denied the existence of any such pact. He even told me that he has no issues in making the cost public,’ Gandhi said in the Lok Sabha during the debate on the No-Confidence Motion.

During his speech, the Congress president also questioned that if ‘Rafale sold same 48 aircrafts to Egypt and Qatar in 2015 for Rs 1319.80 crore per aircraft, then why did India pay Rs 1670.70 crore per Rafale aircraft’’

The party has claimed the "per aircraft pricing" int he 126 MMRCa Project , under which 108 of the jets were to be manufactured by defense PSU Hindustan Aeronautics in India after transfer of technology (TOT) stood at Rs.526 crore.
